The Salem-Keizer School Board’s ‘Equity Lens‘ policy states that it “is designed to ensure decisions are made that provide for EACH student’s needs so the District’s vision can be realized.”
Furthermore, the policy states that, “Equity will be attained when the achievements of our historically underserved students match the outcomes of students in the dominant culture, when underserved groups increase in capacity and power, and when barriers to student success have been mitigated or eliminated.”
Furthermore, the policy states that, “This commitment means that student success will not be predicted nor predetermined by characteristics
such as, but not limited to, race, national origin, religion, disability, geographic location, economic circumstance, mobility, native language, sexual orientation, gender identity, or level of proficiency upon
entering our schools.”
The Salem-Keizer School Board’s ‘Board Member Code of Conduct‘ policy states, “The board and its members will act with integrity, committing themselves to ethical, businesslike, and lawful conduct, including proper use of authority and appropriate decorum when acting as board members.”
With those policy provisions in mind, Salem-Keizer School Board Chairperson Marty Heyen (Zone 2) is clearly unfit to effectively carry out the duties of her elected office. As proof of this, consider the campaign image below that has been widely circulated on social media in recent weeks:
Jeff Heyen, Marty Heyen’s husband, is a proud ‘Three Percenter’ group member, along with the other two individuals highlighted in Marty Heyen’s campaign photo, Angela Roman and Chester Ross. Ms. Roman and Mr. Ross will be discussed further on this page, however, first consider the description of the ‘Three Percenter’ group courtesy of the Anti-Defamation League:
“A wing of the militia movement that arose as part of a resurgence of the militia movement in 2009. The term “Three Percenter” refers to the erroneous belief that only 3% of colonists fought against the British during the Revolutionary War—but achieved liberty for everybody. Three Percenters view themselves as modern day versions of those revolutionaries, fighting against a tyrannical U.S. government rather than the British. With anyone able to declare themselves a Three Percenter, the concept allowed many people to join who were not suited, physically or by inclination, to engage in paramilitary activities. The Three Percenter logo—the Roman numeral III—has become very popular among anti-government extremists.”
In a Salem-Keizer School Board meeting on June 23, 2020, after numerous Salem residents expressed their deep concerns about Heyen’s alleged ties to the Three Percenters group, Chairperson Marty Heyen defended the Three Percenter group as being ‘not-racist’ via her statement below which follows a powerful testimony by a Person of Color (the video starts at roughly the 1 hour 18-minute mark of the meeting):
As you can clearly see and hear, Marty Heyen’s defense of the Three Percenters is, “I’m hoping that, uh, Ronnie is listening who is a very black person and member of the 3%, I’m sure that he will be surprised to find out that he is now a white supremist (sic)…”
Referring to an African-American person as a ‘very black person’ is disgusting, and clearly in violation of the Salem-Keizer School Board’s ‘Board Member Code of Conduct’ that was previously referenced on this page.
As for Angela Roman, who is seen in Marty Heyen’s campaign picture located earlier on this page, below is video footage from Ms. Roman’s Facebook live stream from the early hours on May 31, 2020 in front of the Glamour Salon I(Liberty Street) in which Ms. Roman makes reference to the ‘AP Three Percent’ (at roughly the 14:25 mark) after referencing ‘Boogalation Revelations’ (at roughly the 9:16 minute mark) which is a white supremacist term for civil war:

As for Chester Ross, who is also seen in Marty Heyen’s campaign picture earlier on this page, here he is below alongside other white supremacists in Lake Oswego in 2017 in an image that has been widely circulated on social media:
Below is Chester Ross attempting to interrupt a peaceful Black Lives Matter event at the Oregon State Capitol on June 6, 2020 along with heavily armed white supremacists, including an individual named Nathan Bates who is also seen in the picture. Nathan Bates was recently seen driving around Salem in a pickup truck flying a large Nazi flag:
As the saying goes, “birds of a feather flock together” and while Marty Heyen can deny that she knows these people or that she shares their beliefs, please consider a screenshot of a re-tweet taken from Marty Heyen’s Twitter account that is now circulating on social media and feel free to form your own opinion:
Other examples, videos, and screenshots will no-doubt surface regarding Marty Heyen, however, there’s already enough documented to clearly demonstrate that Marty Heyen is not fit to carry out the duties of the position that she was elected to fill.
Young Students of Color in the Salem-Keizer School District deserve better. Unfortunately, Marty Heyen is not up for re-election until 2023, and that is obviously too long to wait to vote her out.
According to Salem-Keizer School Board’s ‘Process for Addressing Board Member Violations‘ policy, there are three options for addressing violations such as Marty Heyen’s:
- A conversation in a private setting between the offending member and the board chair or other individual member(s).
- A discussion in a public meeting between the offending board member and the full board.
- A public censure of the offending board member.
Clearly all of those options are not viable for this situation, and quite frankly, they are completely insufficient and the policy needs to be revised regardless of Marty Heyen’s current situation.
With no viable option to properly address this matter via the Salem-Keizer School Board’s published policies, and no election in the near future so that voters can remove Marty Heyen at the ballot box, the only viable solution is for Marty Heyen to resign.
